Model Internal Procedure for Law Enforcement Handling of DNA and Fingerprint Hits
DNA and fingerprint database hits (like those generated by CODIS and AFIS) can provide incredible investigative leads, identifying the perpetrator of a violent crime, exposing a serial offender, or even, in some cases, exposing a wrongful conviction. Yet the vast majority of law enforcement agencies in the United States have no policy or procedure governing the handling of such hits. This is concerning as, without such a procedure, this valuable evidence is unusually vulnerable to falling through the cracks. That is why we have provided a model protocol that agencies can incorporate into their existing policies.
